For making a logo, you should use a vector editor. I personally prefer Illustrator, but many people really love Inkscape.

Geez, it must be time to change my signature if a moderator says it's bad.
I hate changing my signature much, as it gets confusing, but maybe I'll experiment. My main site icon needs changing anyways.
Anyway, I checked out Seashore and my application is much better, but you have to purchase it from the Mac App Store.

Ideally you would use a vector image editor, since you can resize those very cleanly. I don't know or have used any vector graphic programs though, so I'm gonna go ahead and suggest Paint.NET as an all-purpose graphic editor.
