It's usually as easy as using the pencil tool 1 pixel wide at a big zoom level, in pretty much every art program.

Please note the following things BEFORE you start spriting:
1. One sprite can only use 3 colors at once, according to here.
2. One set of sprites can only use the same colors as the first one.
3. One palette can only use 12 colors at once.

I cannot find anything on that page that says anything about only using 3 colours

Sprites. Find 8-bit game. Find poorly made 8-bit sprites. See comments. See?

You can try going to Image > Mode > Indexed and set the maximum amount of colors to 256. This won't make super genuine stuff (like on an actual NES or Gameboy or whatever), but over here has some color palettes that you can put into the palettes folder in your GIMP folder, but they didn't work for me (missing magic header according to GIMP, whatever that is).
Also, you can take a normal picture and go to Filters > Blur > Pixelize, then set the sliders and stuff, then combine it with the first thing I said.
