If you're under 9, you will also need to have at least 1 comment, 1 project with at least one view, 1 favorite, 1 post, a user on the Scratch Wiki that has made at least one edit, and one user on your ignore list. You must also read the Community Guidelines. Your birthday info will be required. Here are some properties for the new rank:
* Infant Scratchers cannot post links on the forum to links .
* Infant Scratchers have the old 360-second rule instead of the 180-second rule for New Scratchers.
* Infant Scratchers cannot use the Block Plugin outside of Help with Scripts.
* Infant Scratchers cannot make posts longer than 256 characters. They'll have a count when making posts.
* Infant Scratchers cannot view Scratch Suggestions.

I don't support. It's a bit ridiculous to discriminate based on age, especially considering this is a children's site and there's no way ages can be confirmed. And it wouldn't make any sense for new users to have to get a wiki account, because they often won't be approved until they're more experienced in the community, and I don't understand why they'd need to be ignoring someone.

Everything highlighted in red is absolutely ridiculous. This topic appears to be very discriminatory against new users. We are supposed to welcome them, not oppress them.
Also, requiring birthday info? There are 1000 things wrong with that. Absolutely not. Why would you be required to ignore a user. Need permission to post topics? Do you realise how many new users post topics? There are probably 100+ every day. The mods have to do their jobs, not sift through frivolous requests.
TL;DR This topic is ridiculous and oppresses new users. I highly dislike it and no support at all.

I don't support. We shouldn't discriminate people according to their age. I joined when I was 7 almost 8, and I wouldn't think it's fair to have terrible restrictions, that torture the people on this website. The 360 second rule is just ridiculous. What's wrong with 180? It's dumb that they have to wait 6 minutes just to post again. And the not posting Scratch blocks anywhere except for Help with Scripts, why can't they post in Questions about Scratch, Suggestions, or Advanced topics? I've seen many scratch blocks used there. And posts under 256 characters? This isn't twitter! (I know it's 140, but still) What if they were making something huge, and they wanted to explain it, and they can't because of that rule? And why shouldn't they be allowed to view nor vote in Scratch Suggestions? They should have a say in what goes and what doesn't in Scratch. They're part of the community too! The mods jobs are already hard enough, but now they have to accept ALL of the brand new members' posts! Why can't they use anonymous quotes? I use those all the time! Also, they can only get accepted as a Wiki editor if they're experienced. Oh, and about the ignore list, I've been on Scratch for almost 3 years, and guess how many users I have on my ignore list? 0. Zip. Zilch. Why should we torture our new members, instead of giving them an easier time to get used to Scratch? I mean, we're all a community and we should be treated equally.

Alright, I'll throw in my two cents about this topic.
I understand your intentions and what you're getting at here, though a lot of your suggestions are quite, if not ridiculous, completely irrelevant and useless to what you were originally suggesting.
On the whole age discrimination thing: would you want to discourage somebody who might grow up to be a very influential Scratcher? Or discourage them altogether with silly things like the 360-second rule?

If you're worried them spamming or making bad topics, a bunch of them will still do it. You'll just be delaying them by 3 minutes and possibly discouraging them from ever wanting to contribute anything here.

I think Only if they don't post any projects and have any comment views would they be at a lower rank. Other things like not having someone on your ignore list would not be right to me because i have no users on my ignore list and i am a good scratcher.

Then it will get removed when they are online. Its not like the spam is going to bite you or anything. These rules wouldn't help very much anyways...
