What does the downloaded version of Scratch use? Is there a way for it to go in Turbo Mode?

It uses Squeak. And yes, to make it go into Turbo mode, select "Edit", then select "Set single stepping" the select "Turbo speed". If you want Turbo mode when viewing a project on the website, then Shift-Click the green flag.

If I understand correctly, Squeak and Smalltalk are different things. Squeak was written in Smalltalk, they're not the same I don't think. So Scratch was indirectly written in Smalltalk.

Actually Squeak is a kind of Smalltalk. It runs on a virtual machine simulator written in itself.

Squeak is written in Smalltalk and Slang (a variant of Smalltalk), and itself is an implementation of Smalltalk.
