Move "Things unrelated to Scratch" into a seperate forum

Like the TBGs.

The advantages of this would be...

   
More forums could be created, and existing ones could be split into detailed categories.

'New Miscers'/'Miscers ranks (<prevents trolling)

(theres more, I cant think of them.)
