Technically this isn't mine, but who owns it (conbot) asked me to post this.
##Center is an IRC network where people that use Unix/Linux can socialize and talk about whatever they want, from new distros of Linux to what is going on in their lives.
How to get on: Go to [link removed by moderator] (or go to irc.freenode.net in your favorite IRC client), pick a username, and go onto the network ##center (yes, that is two hashtags). That's it!

Chatrooms are allowed, but to be allowed to link to it on the Scratch site there needs to be some sort of moderation system employed such as a report abuse button in the chat and yes, conbot needs to register and pledge the site in the announcements thread.
I've removed the links from the first post. You can put them back once the site has been approved

It is regular IRC, there really isn't a way to add a report abuse button, or anything of the sort, just admins/ops in the network that can ban or kick when needed.

I think the worry is that Scratchers using a chat system where there is no moderation and where chatting can go anywhere is that they could become subject to many things that Scratch is against such as bad language or inappropriate content.
Part of the pledging system to let you advertise your chat-room on Scratch asks you to promise to uphold the site to the Scratch community guidelines so if you feel like you won't be able to, perhaps advertising it here won't work
