Being inactive doesn't mean they've quit, it may mean s/he's just busy at the moment.
I'm not really sure whether this belongs here, though, as threads about specific users aren't encouraged.

This in not really the kind of topic that we encourage on the public forums as it infringes on people's privacy and can lead to embarrassment. A better approach might be to leave a comment on one of their projects.
