I'm trying to make one for a wiki I'm making, and I can't figure out how. Is there some kind of generator perhaps?

I think it's basically an image that's rendered differently, allowing you to resize it without the quality being reduced (I have a habit of mixing up file extensions though, it may be something completely different ).

it's basically not a list of pixels, but a XML based format that defines paths, forms etc.
