I can't download anything!
Whenever i try to downlaod something, an error message pops up and says:
Internet Explorer 8 cannot download downloadsb from scratch.mit.edu
Internet explorer was not able to open this Internet site. The requested site is either
unavilable or cannot be found. Please try again later.
I user internet explorer 8 because on IE 9 and above, there is a bug ballooza.
I use windows vista.
I tried again later, but it still did it.
And it says it can't open the site. The site's open.
This happens to me on multiple websites, too. Like bandicam.com and [please don't put commercial ads on Scratch] .

I use Google Chrome without a problem, see if that works

That would be IE's fault, most likely. Use Chrome.

Ironically, this seems to work fine in IE9. 
Try adding "/downloadsb" manually to the end of a project's URL and see if it works.

I'd say that IE doesn't support cookies (which is what the Scratch Website runs on).
In 2012, scientists at the LHC discovered the Higgs boson, which explains the source of the masses of the W+, W-, and Z bosons, as well as fermions.Offline

Then your cookies are turned off. Turn your cookies on. 00000000 -> 11111111
There are no solar flares in the news, fortunately. 
So it has nothing to do with cosmic rays, unless you're near the magnetic north pole, which I assume you aren't.
Switch to IE9. Does that fix the problem? How about switching browsers?

Not everything has to do with cookies and solar flares.
Does adding "/downloadsb" to the end of the project URL work?
