You don't have to do anything to be a member.

Well, the way I see it, filling in the registration form makes you a member, but okay.

There are people that shared scratch projects before that (Old scratch)
If you download the projects, to view them in scratch you have to rename the extension to .sb instead of .scratch

they could have done something like make 1 comment or make 1 project and delete it.

The current Scratch can open .scratch files.

Only if you drag them onto the interface, otherwise the scratch 'open project' doesn't show them. .scratch and .sb are the same format, just a different extension. ( .* )
EDIT: Wow, it actually does. It never did in 1.3 or 1.2.

Actually, it looks like "wrgsfhwbxvb" was the first user, according to the link http://scratch.mit.edu/users/showfriends/1.
But he must've been the Scratch Team testing.

Yeah, they probably took there hand and smashed it over the keyboard, like this:
dfgyhjklcfgfvhbj
And I think they kept this one account so people could look back at the first account ever on Scratch. (even though there is nothing on it)

Quite probably.

Also, there's not really a way to determine whether an account belongs to a Scratch Team member or not.
