add _meow_ as a forum smiley
itd be a nice idea to add the "_meow_" used in comments as a smiley usable in the forums

I believe they did this at some point but removed it for unknown reasons.

that image has a white background which doesnt quite fit with the forums
and besides, who wants to hunt down, copy, and paste that link all the time?

But, there will be lots of spam, since for some reason whenever something new appears people always test it out in random places (take the scratchblocks plugin, for example).
