That only works if the account has no projects uploaded. If the account has a project uploaded to it (even if it's deleted), then the close account option will not appear.
soniku3 had never said if the account to be deleted was ever used in some way, it seems she has multiple test accounts.

But look I delete my projects and when I click close account...
