HMM i think this would create a reputation thing so that people can rate you on your post so i disagree because Scratch does not need more division between "famous" and "non-famous"

But the main reason why star ratings were declined for projects was because low ratings might cause new Scratchers with not much experience to quit. Who can quit because they are bad at writing? And the higher the rating for the forum post, the better it should be, so everybody should view it!

I think that maybe instead of stars, we should have a + or a -. Then on lowly rated posts it could say "post hidden due to low rating. click here to see post"

It could be a simple "like this post" button. It wouldn't go towards any reputation, just a button to show you agree.

How about a 'Rate this user' button. Other people besides the user would rate the user based on how appropriate, helpful, and on-topic they are. For fairness issues, you can only rate a user once every 6 months.
