This is how British Scouts work:

Beavers: for young boys. They just play games and stuff.
Cubs: for boys aged rougly 8 - 11. This is more adventurous, where you go outside, play games and get introduced to outdoor activities like camping and firelighting.
Scouts: for boys aged roughly 11 - 14. It's basically cubs but they let you off the lead. You do activities like what the Cubs do but you do more age restricted and adventurous things. Scouts are also aloud to go to Scout Camp, too. Also a bit more rough and boyish.
Explorers: they still go to the same troop as Scouts but are for boys aged 14 - 18. Basically, you're given more responsibility and are expected to be more of a role model. We only have 6 Explorers in our Scout troop unfortunately (out of 25 or something Scouts).

I go to 1st Neston and Box Scouts over in England. I've been attending since I was 10 and I've never regretted it!
