What exactly shows up when you try to load a Scratch project on the website? :S

Try going on this page. Does it display a little animation at the beginning that says "Successfully installed" ?

Oh, I've seen this problem before! I've got it one one of my computers!
Flash is installed, and works on all other websites. But when one attempts to view a Scratch project, Scratch doesn't recognize that Flash is installed and shows a thumbnail. Mousing over the image shows "You need Adobe Flash to play this."
That being said, I have no idea how to fix it.

I like IE 9 too much. I use Internet Explorer 9 in Compatability Mode. Does that have to do with anything?

Well, Compatability Mode might mess it up...

Oh yeah, that glitch. IE force-closes, eh? Hmm.
Are you using a 32-bit or 64-bit browser?

Perhaps you need a different browser. IE has many shortcomings.

Yes. I suggest Chrome.

I like IE. Will it mean i HAVE to have Chrome to play around with Scratch 2.0?
Also, I can usse Flash on other websites. Is it Scratch that has a glitch? I would like a Scratch Team member to respond.

If you want a Scratch Team member to respond, try reporting it.
My tentative guess is that the flash files are stored at a location Scratch doesn't recognize--although I could be totally incorrect.

Where would I have to put the files then? Where do you have them?
Well, that was someone else's computer that had the glitch.
I have it working on Windows XP and Windows 7; if you have one of those operating systems, I might be able to help.

I have 64-bit Windows 7, and I'm assuming you do too.
After some Googling, It looks like there should be some C:\Windows\SysWOW64\Macromed\Flash. This, although the SysWOW64 name is misleading, is where all your 32-bit Windows 7 files are, sort of like System32 for 32-bit Windows operating systems. Don't change anything there.
I'm not sure that's the problem, though, if other pages can use Flash...
