"remixing"
Is a "remix" of my project, claiming it as their own and making absolutely no changes grounds for flagging?

Did They download your project??? If they did it will say "Based on (insert name here)"
But if they copied it them selves by guesswork THAT IS BAD!!

I'm thinking about a remix of "50 levels". Does adding in ranks make it legall?

Yep! Any change, even a small one, makes it a remix.
