The code for the chart is {{ at the beginning and }} and the end. Then, each line has a I at the start, and has an equal sign inbetween the variable and answer.
Here's the dissection of that page's chart:
{{Scratch Mod |name = Panther |image = Panther.png |imagewidth = 200 |version = 1.0 |os = Windows, Macintosh, Linux |website = http://pantherprogramming.weebly.com/ |topicnumber = 30968 |purpose = The ability to build your own blocks. |devs = Sparks, nXIII, Markyparky56, MathWizz, Sperry, ProgrammingFreak and (formerly) SeptimusHeap |purpose = Add what Scratch lacks |opensource = Yes |released = Yes |prolanguage = [[Smalltalk|Squeak]] |scratchversion = [[Scratch 1.4|1.4]] |}}

Since this is a Wiki question, you probably should have asked it on the Wiki's Community Portal. The chart is actually a styled table.
