What's the difference...
between a community mod, and a scratch team member. They seem to both be able to do the same thing.

A scratch team member gets to make/program next versions of Scratch, and also know about when stuff is going to happen, schedule events, while a mod only helps stop, not prevent, troll attacks.

Users with the Moderator title can move/edit/delete posts, ban users, and that's about it (obviously there are a few more minor things). Users with the Scratch Team title can Create/Delete/Rename forums, add modifications (a recent example is the forum scratch blocks), and pretty much everything.

The Scratch Team are students at the MIT media lab, with Paddle2See and cheddargirl being the only exceptions. The Scratch Team basically controls everything; they can make formatting changes to the forums as well as the main site, while the mods can only remove posts, close topics. etc.

The Scratch Team moderates the main site as well as the forums, while Community Moderators moderate the forums only. That's not to say they're not active on the main site too though. 
The Scratch Team also makes Scratch.

Well, actually, Community Moderators do have some power on the main site - most notably, the ability to temporarily apply the Gobo censor project when they come across a really bad project (one that clearly break the Community Guidelines).
