The administrators theoretically should be the creators of the Scratch website. Can't be too sure about that though, I've never seen anyone with an admin status here.
What I have seen though, are Scratch Team (those who develop the Scratch program or website) and Community Moderators (elected by the community once in a while, must be at least 14 and have their parents' permission if under 18).

It's pretty much only the development team who gets to be admins, but there's a mod election going on now, which is almost as good!

To be part of the Scratch Team, you have to be an MIT undergraduate
