Well I know how. First pick a project that has the music you want second make sure that music isn't on your computer if it is just pick it third download the project and save the music on your computer.

Get an SNES emulator and Roms (Secret of Mana 2, Chrono Trigger, Breth of Fire are good classic games with awesome tiles)

use that to rip the tiles and sprites
Look for pixel Art tutorials and study them
     here is a GREAT one using SOM2 tiles  (some of the most ripped tiles btw)

mainly, study a lot and never stop drawing. You will find that most tutorials show you how to start very rough and refine that through a few steps to the final version... don't exepect to just clcik out great finsihed sprites because it really doesn't work that way >=P
