Well, I'm all for people building friendship networks - that sounds great! However, we're not going to leave this topic here indefinitely - it's clearly Scratch related so it doesn't fit into this forum. We'll leave it here for another day or two than we can move it to Collaboration if you like. After that, you can invite people by comment or by advertising on a project and using Show and Tell.
I disagree with your analysis that the current system is flawed...from my viewpoint, it was the previous configuration that was flawed. But I respect your right to try and increase the functionality - as long as you respect the guidelines.
You know, another approach would be to just start up your own forums

Essentially, projects are "more important" in a sense, they are displays of whatever skill (programming, art, storytelling) and not places to go "here is a project talk in the comments"). The forums actually are a place made for discussions.
Besides, if you wanted to cut down on spam, how does having the exact same thing in projects change whether it is pointless or unnecessary?

Discussions in the forums are much more public than project discussions. As such, they are far more volatile. We have a cross-section of ages and interests all sharing the same space - not always with happy results. It can turn into a circus pretty quickly.
Project discussions tend to attract people of similar interests - so perhaps there is less friction. And if there is spamming going on, it might be because the people in that interest group enjoy it. The impact of the spam is also much less since it is limited to the audience on that project.

How was something that everyone would see "flawed"? The whole point of the forums is so that a massive range of people will see this topic, not just 2 or 3 people in newest projects and whoever is still active, cares enough, and is on your friends list to look at your project!
If we'd all friend each other, though, that flaw would be removed and the massive range of misc veterans and new, enthusiastic faces would all see these projects!
A slight side effect of a popular topic would be that our projects would be front paged a lot.
