Do I need special permissions to connect Chrome with ModShare?
If so who should I ask?
And can I have the code for ModShare Uploading?

I don't recall adding any "permissions" to access Mod Share. if you are looking for a way to create a Mod Share account, you can register on this page. However feel free to clarify your question as I had a hard time understanding
As for the upload code, you certainly may have a snippet once you ask on our own forums -- Let's keep in Mod Share what's for Mod Share, and in Scratch what's for Scratch!

I think the reason why you don't understand is because you don't realise that chrome is funelephant's mod.

As an answer to the original question, I think he means to use the mod uploader that I wrote.
The reason is that it uses FTP to upload the files to an external site, which are then transferred on to Mod Share by PHP.
