This bug started happening often on my computer. It really is nothing but an annoyance, but I really don't like it.
Whenever I drag something, say, drag a new block into the script area, drag the scroll bar in the script area down, everything activates. I hadn't touched either the green flag or the enter key.
HELP!!!
when gf clicked wait until <something is dragged> set [start playing? v] to [t] change [annoying meter v] by (100000) say [I'm going mental!]

Hmm... This is surprisingly one I never heard of. I'd go with what muppetds Said and reinstall scratch. Maybe there's some setting you accidentally activated that makes this happen.

If you click the script while doing that it activates the script.

I didn't click it. Whenever I drag ANYTHING (no matter if it is a new block or the script area's scroll bar), everything (emphasis EVERYTHING) activates. It's really weird.After a day or two, the problem disappears. Then it appears again, and then it disappears. (If I sound offensive, I apoligize: didn't mean to)
Maybe I'll reinstall Scratch, like you guys said. If anybody has this problem as well, please post. It will be nice to know that I'm not alone. :-)

I just had what might be this bug.
I closed the paint editor, and scripts ran. :S

It's really annoying. For example, when I am testing out my game, when I try to drag something in the program the whole thing starts over.

A quick fix:
when gf clicked// this prevents scripts from running unless the mouse is over the stage, but does not prevent you from starting keypress or broadcast scripts from the scripting area if <([abs v] of (mouse x)) > (240)> stop all end if <([abs v] of (mouse y)) > (180)> stop all end
