So, in the election process, the ST and current mods select candidates from the nominees to be voted on by the community. What criteria do they use, how do they pick, etc. Thank you

You mean the moderator elections? The moderators and the ST pretty much just look at the behavior of the people who are applying, and then use that to make a decision of the final list of candidates. To keep a long story short, whenever more mods are needed, the mods and ST pretty much look for someone who acts and contributes positively in the community, that's it.

Scratch doesn't make deductions on stuff like "how many games or comments" you have. They look at how helpful to the community you are, like cheddargirl stated.
