Now, I wrote a 5-paragraph essay on plagiarism, and regardless, I have not that much to say.
Personally, this has never happened to me, but nonetheless, I still have a suggestion.
Why not let people adjust their creative commons license? I have seen it done successfully on deviantArt, where I share my tabletizations, and for this problem I consider it a good solution.

It is a Scratch rule that other users are allowed to download your project(s), change them a bit, and then upload them online again. This is not plagiarism, because the other user is not COMPLETELY copying your project, they have to change it before they upload it. This is called "remixing". Once someone has remixed your project, it will tell you the original author's (i.e., your) username. Then everyone will know the project idea was by YOU and not someone else. If you don't want someone to remix your project, just say so in your project notes. If you didn't want Mina to remix your project, just tell her by commenting under her project so that she can delete your project that she remixed.

I saw a City Creator that said "based on SeanCanoodle's project", and in the description it said, "THIS IS NOT BASED ON SEANCANOODLE'S PROJECT!!!"

here are my rules that i normally do
Don't take the sprite without permission.
If you are changing something (No matter how little or big) then give credit for original.
If you got a sprite/music/background from somewhere then name the site.
It's what I only do and is NOT the rules ok?

Nice idea! I think that all shared projects should not be editable, like in Incredibots. It never happened to me (nobody knows about my projects( )...WAAA) but this is a big thing that shouldn't be a problem here.

A person downloaded a project of mine and did some changes, though the concept was still the same.
He accredited me with the original project, and that makes me feel good inside.
