Is it possible to keep people from downloading a project?

Nope. Why would you need to? The whole point of Scratch is to learn from others.

Sure there is, just don't upload it to the Scratch website. 
But given that Scratch is based in principles of sharing and remixing, you're encouraged to share your project with other Scratchers.
