Custom blocks made using the "make a block" button or downloaded from the block library are saved to the project, not the image. They cannot be moved to a category as a result. If you wanted to add blocks to the image and to categories you would have to install your blocks just like Scratch blocks by editing the image in the browser

Well the code for the block goes in Scratch-Objects --> ScriptableScratchMorph --> [any of the ops sections]
The block spec goes in Scratch-Objects --> ScriptableScratchMorph --> class --> block specs --> blockSpecs

It is the same as adding blocks to Scratch except it is a different way to open the browser.
