It's not a specific number, it depends on how many views the projects on there have.

It depends on how fast you get the views. If you get about 100 views in five minutes, you'll probably be on the top viewed.

To get front page, you can have very few views. This could be via Curated Projects, Scratch Design Studio projects, Newest Projects, or Friend's Latest Projects. Alternatively, for Top Viewed, you have to be one of the top 10-20 most viewed projects. This generally requires at least 100 views, more or less. Top Remixed and Top Loved are generally only available once you already get front page in one of the other categories.

Take a look at this list:

Once your project is in the top 20 (or so) it will start showing up on the front page.

You can go to the list and see how many view that will require.

New projects can only be on this list for 4 days. So, you'll need to get a bunch of views in the first 4 days or you'll drop off the list. Older projects can not be on this list.
