Disabling the image tag is pointless...
I believe there should be a 'three strikes' policy.
Everyone is allowed to post pictures, but inappropriate pictures can be reported.
Once a user posts three inappropriate images, that user is banned from posting pictures for 2-6 months.
All image flags are reviewed by the Scratch Team/mods to ensure no false flagging.

The measures against spamming have progressed to almost intolerable levels lately.
The 2% of spammers are killing the forums for the 98% of non-spamming Scratchers.

Yes, the ST always knows who spams when they do.
But I think it should be strict:
First - 6 month ban from forums
Second - 1 year ban from the whole site
Third - permanent ban from the entire site
What if they evade the ban? Well, I have more ideas...
If they manage to evade the account ban with a different account...
Fourth - IP ban
If they have a proxy...
Fifth - Whole network ban
If they connect to another network...
Sixth - IP range ban
If they have another IP range...
Seventh - Unban the user but use a new idea* and don't allow them the [img] tag.
*Idea (text): Why not use a chat bot to detect whether it's relevant to Scratch or not and if it isn't, automatically give the user an error until they can post again. And to prevent attempt overload (lol), give them the 60 second rule for the bad post, while not sending it to the server in the first place! And maybe you could make a chat-bot server like the pootle/poodle/translation server where you can define words and phrases that cannot be posted, and define words related to Scratch that atleast one of them MUST be used in a post (e.g. "Thank you" or "I'll help you!") so it is forced to be related to Scratch. Even then, hackers can hack the server and change it.
If it was that strict, then image spam will enter a big, massive decline. Big enough to bring the IMG tag back to it's fullest.

I oppose :-) thinking of the dedicated mods and friendlyness of community in mind..
Further i have seen viruses[specifically rat] attached with .jpg images [ really pro tricks though ] and on a widespread forums like scratch that will just give a call to wildfire of a virus/Rat. I dont think a potential threat should be ignored..
but again last decision is always to scratch team ^^

I agree with the idea of bringing back the [img] tag, but I have a different method other than the "three strikes policy" that may work better and will cause a larger impact.
All scratch members (except for New Scratchers, as I believe this is a good way to eliminate spam) are able to post images. If an inappropriate image is posted, and it is flagged and confirmed to be inappropriate, the account can
a) lose [img] tag privileges temporarily
b)lose [img] tag privileges permanently
c) lose forum privileges temporarily
d) lose forum privileges permanently
e) have their account suspended
f) have their account deleted permanently and have everything deleted.
The punishment increases as the offense level increases or it becomes more frequent. Note that only the MIT Scratch Moderators can decide these punishments. Let me know how this would work and let the person with the three strikes policy know how good her idea is.
