Yes, as long as you don't try to use them for personal gain.
Eg love iting your project with 50 accounts, etc
Multiple accounts are good for testing something online that you don't know what works, so you don't have to release it publicly where many people are friends with you.

I think you can, as long as it is for purposes unrelated to publicizing or loving/favouriting your projects.
Programming is an art...
