What do think the network changes mean this weekend?
Personally, I hope it's a new scratch update. From what archmage says there's supposed to be a update this summer. 
Pie or Cake... for the cake is a lie I'd say pie. Though millions may disagree...

Have you ever considered the network changes just being server upgrades and maintainance?
A new Scratch update would be cool, but IMO I don't think that would come under 'Network' changes.
Just my two cents.

ya , it is possible that they need a bigger server to hold all of the projects, considering there are so many project and users

Again this post is just my opinion, I may be wrong...
I doubt Scratch will ever be made *.mp3 compatible for legal reasons. Most MP3's are Copyright © protected and so by allowing MP3s they are subjecting themselves to all sorts.

*.wav I think if not *.mid (*.midi) files should work.
MIDI files are just tunes that's why they are allowed - no legal stuff to worry about, or at least, not as much!

Oh right, I heard the rumor. Maybe there will be a "Recieving" block in sensing... or a paint editor that can handle larger images!

If you really want to include an MP3, there are MP3 -> MIDI converters on the internet. I don't know one in particular but if you really want to use an MP3, I'm sure a quick Google will find one or more.

LOL scratch won't be changed at all, MIT is probably going to get better software and/or components with there servers and connections, I don't get how the scratch page is up though, they're probably not doing anything to it
