I try to imagine the Pseudo-Legendaries as is if they were one evolutionary family, just for the sake of imagination. I have some possible evo lines:
Option A: Salamance is the base Pokémon, and can go through 3 different evolution lines:
Salamance -> Dragonite -> Tyranitar
Salamance -> Metagross
Salamance -> Garchomp -> Hydregion
Option B: Metagross is the base, it evolves into Salamance, and then can evolve into any of the other Pseudo-Legendaries.
Option C: Rubberfruit is a Pokémon.

@Cozyhut3: I think Mudkip was meant to fall into the 600 plus possible party members section. Mudkip is special, however, so I suppose it deserved some sort of recognition.
