This is kind of pointless, but have you ever wanted to download the "This project has been removed..." project? You can!
1. Find a project that's been deleted.
2. Insert "static/" in between "scratch.mit.edu/" and "projects/", and add ".sb" to the end.
3. Voila!
It's a nice little easter egg.

You can add "?version=" and a number to the end of the entire URL, but it doesn't seem to download previous revisions. Any ideas?

I'll write a HTML/JavaScript page that takes in the location of a project and plays it in the Flash/Java Player. Or, I can clone a project page to be able to play deleted projects, rather than real projects.

I tried downloading 124scratch's project but it just showed the flagged thing.

It works, but whenever I do that, it said that it was deleted by the Scratch Team because they thought it was inappropriate, even though I deleted a educational project that was mine, just to do this!

It downloads automatically even though it shows that error message.

That's because, to my understanding, that project is the default. When the ST removes a project, they delete it, causing it to display the project in question. Likewise, when you delete it, there is no source project, so it gives you this one.
EDIT: EVERYONE, LISTEN UP! THEY CHANGED THE PROJECT TO A GOBO! Now this doesn't really matter anymore...becuase now you download the Scratch cat version, but the up-to-date version is a gobo.

If you click a project that has been deleted, it says why it was deleted. There is no need for the project explaining that it was inappropriate. Look: http://i.imgur.com/XOQzq.png
My question is that why is the project explaining that still wondering on the scratch website?

Actually, there are two versions.
The Gobo one is used when a project is community censored and pending investigation by the ST. The Scratch Cat one is when the project has been removed by the ST (or when the ST confirms the community censorship).
How very odd that those project are downloadable via censored projects.

They have it there so that if the project is, for example, embedded on another site, it will load properly and inform the viewer of the error.

The Scratch cat version is also downloadable via projects deleted by the user him/herself.
