Well, going by your name, I'm guessing you like Link (Legend of Zelda)
That RPG is top-down. Make a sprite that moves with the arrow keys.
Actually, insted of me explaining, click on my name. I'm making an RPG like LOZ and have a few engines up.
If you need explaining on the blocks, then I can help.

Here is an article about making a battle system for a turn-based RPG, that you might find useful (depending on what kind of game you're making).
