I'm not sure, but I'd imagine it's so that new members can feel "part of the gang", if you like. Because I know that a lot of New Scratchers quit because they felt like they were being excluded, as they weren't allowed to post in Misc.. Which is a bit sad if you ask me, but it's probably true as well.

Because it's not really like Misc. anymore, it's more of a forum to inspire people and show people your work/discuss cool thing outside of Scratch, which, I guess, the ST felt New Scratchers shouldn't have to be excluded from since it's not just a big free-for-all.

Well, I don't know if they necessarily felt like quitting, but surely most of them felt left out.
Back when the New Scratcher restrictions were in place, Miscellaneous was kind of like it's own separate community already to the point where users would sign up just for the sake of the forums, which was not good. Thus, New Scratchers would have to prove themselves as part of the Scratch community if they wanted to post in Miscellanoeus
However, the fact that Miscellaneous was only open to Scratchers only further caused Miscellaneous to be more like a community almost separate from Scratch - quite the opposite effect. But the free-for-all style of Miscellaneous kind of put the ST in a bind.
Now that Miscellaneous is restructured into two different forums, the decision was to open it to New Scratchers. Hopefully with the new forums sections in place with ideals that better match those of the MIT Media Lab, it's more open for New Scratchers to come in and talk about the things they create and enjoy without the chaotic free-for-all style and community separation that came with Miscellaneous.

Why can't New Scratchers share their interests outside of Scratch? It's not like either of those forums are like misc.
