The New Scratcher rule established a new class of forum member with some tougher restrictions on how often they could post and what they could edit. It was put in place mostly to add value to existing, established accounts. It was too easy for people with blocked accounts to just make a new account and jump right back into trolling. Since most of the trolling was happening in Misc, we also blocked them from posting there as an additional barrier.
At the moment, we don't see a need to block New Scratchers from the new non-Scratch topic forums as we aren't seeing a lot of trolling. Yes, there is some confusion with people posting about Scratch projects here but we can probably address that with some additional words in the forum title (perhaps). In the meantime, just politely explain that this area is for non-Scratch stuff.
I'm pretty sure we don't need to delete Rap and MaC as you suggest - we think they are working out pretty well. I do take offense at your disrespectful remarks though - we no longer chant in Squeak. We use Scratchblocks now.

Isn't Scratch made in Squeak?
And nobody really reads the description of each section, come to think of it, I haven't read any of them apart from MaC, and that was just to tell someone that it wasn't for Scratch stuff.
And there was like, 1 topic outside of misc for post count spam and you removed post counts, 1 person abused the img tag and you removed that, yet people are spamming a lot here, whether they know it's spamming or not, and apparently that's ok.

That kind of discussion has been allowed in the past - but you have to be careful that the discussion remains appropriate for everyone and that you don't encourage people that shouldn't be watching it to seek it out. I wouldn't put a huge warning label on the topic - that actually makes it more attractive. Just make sure there are no links and remind people that aren't familiar with the show that it may not be appropriate for everybody.
