Hey guys, you know the corrupted cores? There is one attached to the hand that is never used. What is that one?

People also think you are able to hear Ratman's voice saying random gibberish behind one of the walls of this den. If that is so, then that is also proof that Ratman is still alive in Portal 2.
It might seem a bit of a far-fetched coincidence, but who knows...

Nope. Hoopy the Hoop was supposed to be a meme. VALVe was pushing to make it a meme but failed in the end.
