Soundbible.com is a great site for lots of free sound effects
I found something you might be interested in (if it's not, you can look through some more of them at Soundbible) (Also the first one is really loud, especially with head phones, so be warned): http://soundbible.com/1233-Siren.html
For the sound effect getting louder, you can always set the volume in Scratch to 50% then make it eventually go up to 100%
