I have just realized this and wondered, why and how?

Lightnin said that it's because sometimes, schools have had mischievous users, getting them IP banned. The school contacted the ST, explaining the problem. The ST asked for their IP, to unban them. They didn't know. So check the bottom of the page.

Ok den. I'm guessing it's PHP, because when I use 'Inspect element', it's just text. Am I right?

One is just so they don't have to write a differint div for the copyright, because they have the same style things.
