I use it:
In chatrooms (Sometimes!)
When I'm in a hurry.
In places where my message will remain forever (or a long time) I tend to use good grammar...

When famous people do it, it's usually sort of their well-known speech-pattern trademark-type-thing.

I personally cannot stand text speak. I am sort of like the 'Grammar Queen' in a way. xD Unfortunately, it kind of clicks in my brain that the users who use text speak have a personality kind of like the text speak. liek if thy tlk liek dis nd du rn-on sntnces n stuf.
Then it makes me think that the person thinks they're 'too cool' for everyone because they talk like that. Or it makes me think that they aren't extremely nice. I'm sorry, I don't mean to think that way, I just... do. I can accept 'How r u?" or something sometimes, but it always does make me sad to see someone type that way.

Its understandable when you're trying to shorten a text message, or short message on the internet, but if you're going to type up a paragraph while unnecessarily removing letters, it's really unclear.
