Yes. I know you might not agree but here  are some ideas:
1. New scratchers can only post in misc if they wait 190  seconds and put in a special captha that is hard. This is to help stop spamming. And threads/topics WILL have to be checked  by mods to make sure  they're safe. If a mod is not online and people flag a thread/post atleast once or twice or three times the post gets temporaly (sorry for mistake) removed untill a mod checks it carefully. If the post is innapropiate they may/will get one of these depending on content:
1. get a warning
2. get a moderate warning
3. get a severe warning
4. get temporaliey (again sorry) banned
5. get a permenent ban if they continue to post rude stuff and/or the content is very bad (example: links to dirty and sites that have links to dirty sites or redirects to a dirty site either out of nowwhere or if you click something like an ad) and may have an IP ban if they go on a different account and post more stuff
6. banned from the forums
BUT if the mod finds that the post is good and the flaggers where lying or false flagging etc  They may/will get one of the following stuff above. But once you become a scratcher you will only have to wait 60 seconds and does not/may not need the post/thread to be checked and/or have to put in a captha.
2. Links can be done by new scratchers  outside of scratch BUT as long as ALL links are checked carefully and any comment with links will need the link to be checked once its been posted (example: checked by a mod that has a alert of posts with links etc) Once the mod checks the link if the site is good/clean they will keep it on the thread/post BUT if it leads to a bad site either the thread/post will get a message like this:

hey! check out my new site. link is: (removed)(please do not give links to bad sites. if you continue to do this either you will get banned from the forums or your account WILL be banned. please only post links that are sutible for all ages.)

,The account banned from the forums or banned perment/temporaly or/and IP banned.
3. Pictures: Picture may be allowed but new scratchers may/will  need pictures checked by mod/s to check if its clean or not if its not clean well you know the rest.
4. signatures: New scratchers, to have a sig once they accept the sig changes the sig may need checking and may/will need once conformed the sig is good/clean will need to wait
12-24 hours but scratchers can have sigs with NO waiting time OR  new scratchers cant have sigs till they become scratchers (this part is a vote)
