Why you think you should be mod:I have experience running my own server and I'm not a compulsive banner.  Tempban would be nice to have as well.  I use it on my server for repeat offenders.

i think its part of essentials

and for my mod application I'm an admin on The eclipse of Life too

I think Essentials covers /warp

Essentials uses /sethome and you can set multiple homes just like warps, except it only works for that user.
