Because it's fun to test your mind against those of others. It's not all "THROW GRENADES!", you have to think a bit to win.

And in real life a war is pretty much 10% of winning, you win the war and there will be an argument afterwards debating who won the war and shooters are normally pretty fun, people don't want to play a political game.

If it's rated too high for you, then don't play it. Things have ratings for a reason.
