Because it's fun to test your mind against those of others. It's not all "THROW GRENADES!", you have to think a bit to win.
And in real life a war is pretty much 10% of winning, you win the war and there will be an argument afterwards debating who won the war and shooters are normally pretty fun, people don't want to play a political game.

In Australia we don't use that system.
Melee and 64 got G (general exhibition) and Brawl got PG (parental guidance)
