Best FREE video special effects program?

I am in a comput class this semester at school and our main project is to create a short (5-10 minute) movie. My movie idea involves a lot of special effects, so I need a FREE program that will allow me to have animation or another video overlayed on the first one. If you must know, I am trying to put in the angry birds.  tongue
But anyway, what free software will allow me to add computer generated effects into my movie?

For the most part it will be live-action. I just need some way to overlay the animation of the birds over the rest of the film.

Or Adobe Premiere, but that's not as good.
