That comes with your computer? If you have Windows, command line?
Also notepad on windows and textedit on Mac can be used if you know a programming language

Flash doesn't come with your computer (well it doesn't for me), but you can make platformers with it. I'm pretty sure you already have it, though.

Windows, Linux, or Mac? On Linux and Mac, you've got Java and Python and a whole bunch of other stuff, and if you download Xcode free from the App Store, C, C++, and Objective-C. Nothing comes with Windows. Well, now that I think about it, I think that some versions of VC++ do. So you know, VC++?

Use notepad. You can program an HTML5 canvas, and program it with Javascript. It's possible to make a game with that.
