So, i have seen several scratchers that joined in '11 that have less than ten posts but a lot of projects, so i was wondering if the scratch team looks at projects over posts when deciding if they want to promote them?

Both. But projects are pretty important.

I would say that you need projects just a bit more, but you need both.

Both are necessary, but I think projects have a slight edge.

Basically, you just need to be active and have a decent amount of posts.
