I think this descision is good for the community, however there are some disadvanages too. Here is what Ive collected from some posts before:
Pros:
Pages Load faster
No more spam
No more confusion between pic and sig ( some people will just think it is signature and pass it )
Cons:
Less colorful/beautiful ( besides the fact that sratch blocks and Signatures are still going
So in the final debate, I think that disableing the IMG tag is fair way of telling us not to spam in images, here or on scratch. However I believe that there may be some ways to rehandle it:
Make it so that only full scratchers could use the IMG tags
OR
Watch the current activeness of spam and see if the rates go up or down over the past month year ect. If they go up then wait abit longer, i they go down allow the IMG tags until some massive spam or other comes from it.

Have the moderators veiw it first before it can be veiwed, but make sure the moderators are doing their job almost every day.

I think they're implementing something where it gets hidden after being reported 4 times, and the user gets temporarily banned, too.

You have these 'img points' that ONLY mods/admins can add to. They add to your img points for you being helpful and not spamming.
Posting an image uses 10 img points. You can only spend a certain number of img points per day (maybe 50 to start out with, or 5 images?)
The img points wouldn't be visible to other Scratchers, just you.
Oh, and you can't add any img points to New Scratcher accounts since they cannot post images.
Pros:
-only people who are helpful and don't spam get to use img tags
-you must choose when to use your img points.
-it will be as a sort of "currency," and many people want a currency system on Scratch.
Cons:
-spammers create multiple accounts (they already do) to abuse the system.

What advantages does this have over a "report image" system, in which an image with a number of reports (5?) is automatically removed for the mods to look at? This is far more effective against spammers, as well as making the forums a better experience (you don't have to constantly worry about running out of "image points").
What do you mean by calling it a "currency". Can you give your points to other people?

I didn't think people over-used pictures before they were banned, and limiting their picture use would, in my opinion, make the forums less friendly and more bland. As to "reputation", I thought only you could see image points. A reputation is, by definition, public.
And making 10 points = 1 image is no different from having 1 point = 1 image, and giving 1/10 as many points to each user.

Yes I recieved this too and I got the Scratch Teams attention. For some reason the ST was working on it and somebody on the ST messed up. So they had to pull the entire code out for the img tags. They will fix it though.
