If it's a famous Scratcher's test/alternate account, then I think that they might want to let their fans know about the news.
Nah, I don't find it annoying at all. It's just a friendly greeting. There's really not much else you can say besides that. Well. Except maybe...
"OH. Hey. Didn't see 'ya there. Anyway... HAVE FUN ON SCRATCH. HEH. HEHE."
And even that is kind of similar.

I'm not really annoyed by it; considering that most people who visit the New Scratcher forum section usually are not familiar with Scratch and/or the forum structure, I find it a lot better than people just saying plain "hi" or "hello".
Think of it this way - if you travel to a new location that you know nothing about, would you prefer the locals saying "Hi" and then leaving you alone to figure things out, or would you rather have the locals say "Hi, here's a place to get more destination info and some cool traveling tips, hope you enjoy your stay here!"? For most people, they would prefer the latter.

The thing is that people go there to introduce themselves and get what is basically a generic message. You wouldn't go to cleverbot every time you get lonely, it's kinda impersonal if you just post the same thing with a different name each time.

Whichever is best. Every Scratch has their own tips they give to helping newer users get acquainted with Scratch and/or the Scratch website.

But it's not really a bot that's giving that message now, is it? It might be the same message posted over and over again, but it's a human posting that message and the New Scratcher is likely to get a human reply back should they choose to respond to it.

i usually give a helpful/sorta generic message then add to it with referencing something in their username or post
you aren't going to have a personal customized welcome if you just write "hi im new"
if they come with questions i'll answer, if they come with a backstory i'll relate
i don't like sounding like a robot
and i certainly don't like copying and pasting welcome messages
