For those of you who don't know what SOPA/PIPA is, SOPA stands for Stop Online Piracy Act and PIPA stands for Protect IP Act. Both of these Acts are extremely dumb and unnecessary acts. Here's what will happen if they get passed:
Let's say a user on a website, such as YouTube, posts a copyright video. Copyright videos can include T.V. shows, movies, or anything licensed. Once YouTube sees the copyright video, they're not just required to take it down, they're required to SHUT DOWN THE ENTIRE WEBSITE. This can be the same for other websites like Facebook, Twitter, Tumblr, etc. Is this surprising? There's more.
Now let's say someone does the simple action of locking their door or shutting their windows. Or any action that makes it harder for our government to SEE something that person is doing. Even JUST THIS can get a website taken down.
This time, let's say someone posts something RELATED to an illegal website. Once again, let's use YouTube. What if someone posts a video that came from an illegal website, even if the website is all the way in Germany? Even THAT can get the whole website taken down.
If SOPA and PIPA were passed, these things would come into action. Fortunately, the acts DID NOT get passed, and so we won't be having any of that nonsense. HOWEVER, there is yet ANOTHER act that will do pretty much the same thing but is even more dangerous. This act is called ACTA. It's basically the European version of SOPA and it's nearly global.

Maybe, but question threads are still popping up and the issue hasn't completely gone away. Is there are problem with it being stickied, anyways?
