Is the project you are trying to load onto the scratch website big? Because if you try to load a really complicated game or a project with music onto the website, it usually takes a really long time.

It isnt big. It happens with all sorts of sizes.

It could just be that your computer is slowing down.
But try closing other programs and try again.
As for the Uploading, I have had similar problems lately, but I think it is just your internet download speed is slower or something.
